Sanctioned teaching posts remain vacant at a scale no official figure agrees on
A Parliamentary Standing Committee reported around ten lakh vacant teacher posts in schools funded under Samagra Shiksha in August 2025. Separately, submissions from 18 states and union territories to the Ministry totalled roughly 3.58 lakh vacancies. The two figures differ almost threefold because they count different universes — all states against 18, and sanctioned posts against funded posts. Both should be published with their definitions attached; publishing either alone would mislead. Vacancy is concentrated in the largest states, with Uttar Pradesh, Bihar and West Bengal each reported above one lakh. Around one lakh schools operate with a single teacher
UDISE+ 2024-25 recorded 1,04,125 single-teacher schools, down about 6% year on year but still around a lakh, concentrated in specific states including Madhya Pradesh and Andhra Pradesh. A single teacher cannot deliver a multi-grade curriculum, whatever the pupil-teacher ratio says. This is a deployment problem rather than a headcount problem, and school consolidation — the usual state response — is itself contested because it trades classroom staffing against travel distance in small habitations. Teachers are unevenly distributed while national pupil-teacher ratios look compliant
Pupil-teacher ratios are within the Right to Education norm in most states and at most stages, and the national teacher headcount crossed one crore in 2024-25. Yet around a lakh schools have one teacher, and high ratios persist in specific rural and tribal areas while some schools with negligible enrolment retain multiple teachers. A compliant national average and a single-teacher school cannot both describe the same system. Independent analysis argues that a substantial part of the commonly cited shortage is a deployment failure rather than an absolute supply shortfall — a documented argument, not a settled official conclusion.
