The Economic Survey 2024-25 found over half of graduates and around a third of postgraduates underemployed in roles below their qualifications, alongside a finding that the large majority of the workforce is in low-competency work. Underemployment is a different failure from unemployment — the person has a job, but the education-to-role match has failed — and it calls for different remedies.
